People, (owners) need to take responsibility for their pets. After all, an animal operates on instinct, not reason! They are incapable of determining situations. They have reflexive actions. Their owners need to be responsible. They are the decision making part of the partnership. Supposedly, they are the ones with the brains and need to exercise control over their pets.
